Parliament Passes Landmark Social Protection Bill to Fund Key Welfare Programmes

ACCRA – Parliament has successfully passed the Social Protection Bill 2025, a crucial piece of legislation aimed at creating a sustainable funding mechanism for Ghana’s social intervention initiatives.


The new law establishes a dedicated Social Protection Fund, designed to provide a reliable source of financing for various welfare programmes that support vulnerable populations. According to the bill, the fund will be instrumental in consolidating and enhancing existing social safety nets.

Among the key initiatives expected to be supported by the fund is the Livelihood Empowerment Against Poverty (LEAP) Programme, which provides financial assistance to the country’s poorest households. The fund is also intended to streamline support for other social welfare efforts, ensuring they are not subject to budgetary uncertainties.

The passage of the bill marks a significant step towards institutionalizing social protection in Ghana, with the goal of reducing poverty and improving the quality of life for citizens in need. The Social Protection Fund will be a central pillar in the government’s efforts to ensure that critical social programmes, including support for national health initiatives, receive consistent and adequate funding moving forward.
